WASHINGTON (NNS) -- Naval installations within the National Capital Region are preparing to participate in the scheduled exercise Citadel Shield-Solid Curtain (CS/SC) 2020, which is set to take place Feb. 3 - 14.

All Navy installations within the continental United States participate in the annual two-week anti-terrorism and force protection (ATFP) exercise. Citadel Shield takes place the first week and is run by Commander, Navy Installations Command (CNIC). The second week, Solid Curtain, is run by Commander, U.S. Fleet Forces Command (USFFC). During CS/SC, Navy security forces undergo realistic scenarios intended to help maintain a high level of readiness.

“Now that we have completed the annual training and inspection of the Navy security forces, we try to use Citadel Shield-Solid Curtain as a continuation of our training for our ATFP security forces,” said Tim Stoessel, Naval District Washington (NDW) exercise analyst. “We usually either do an active shooter or active attacker scenario.”

Real-world events like the shootings at Naval Air Station Pensacola and Pearl Harbor Naval Shipyard highlight the importance of exercises like CS/SC.

“One of the things we’re looking at is the possibility of internal threats,” said Matthew Brown, NDW training and exercise director. “I think we’ve done a really good job of protecting our fence lines, but unfortunately, some of the incidents that have occurred recently have taken place inside the fence lines. We’re taking a new look at that, how to prevent those incidents from occurring and how to react to them if they do.”

“I think from the highest offices in the Navy on down to our region and the installations, people are aware of these threats in their everyday lives now. The recent events provided us a new opportunity to help people to understand that these exercises are extremely important because these scenarios, unfortunately, could unfold and if they do, we want to know what to do and our people to know how to react,” said Brown.

Personnel should register for the AtHoc wide area alert network if they have not already done so in order to be aware of force protection conditions and other emergency, environmental, or exercise related impacts on the area. Staggered entry and exit times for personnel working on installations should be considered in order to limit traffic at entry control points. Personnel should also familiarize themselves with their command or tenant command anti-terrorism plan to better know what to expect during the exercise.

Preparedness, Practical Training Highlighted as NDW Wraps Up Citadel Shield/Solid Curtain

WASHINGTON (NNS) Naval District Washington (NDW) concluded its participation in exercise Citadel Shield-Solid Curtain (CS-SC) 2019, Feb. 15.

CS/SC is a two-week anti-terrorism and force protection (ATFP) exercise conducted by Commander, Navy Installations Command (CNIC) and U.S. Fleet Forces Command (USFF) on all Navy installations in the continental United States.

During the first week of the exercise, Citadel Shield, the six NDW installations – Naval Air Station Patuxent River, Joint Base Anacostia-Bolling, Naval Support Activities Annapolis, Bethesda, South Potomac and Washington- took part in active shooter, bomb threat, hostage barricade, entry control point penetration, mass casualty and surveillance scenarios.

“NDW conducted another successful Citadel Shield-Solid Curtain exercise throughout the region,” said Matt Brown, NDW training and exercise director. “These two weeks allowed for both NDW region headquarters and our installations to push their forces to their limits from an ATFP perspective.”

During the second week of the exercise, Solid Curtain, the major training scenario involved Navy Operational Support Center (NOSC) Baltimore, which was a new challenge for the region.

“For us within NDW, the Solid Curtain exercise appeared to concentrate predominantly on off-installation activities,” said Jeff Sanford, NDW emergency management program director. “I think you can trace much of the angst back to the Chattanooga incident a few years back where recruiters were engaged and then later a NOSC was attacked. As far as installations scenarios go, we’ve been practicing those for quite a while now. Within the region, we work closely with our off-installation activities and civilian partners, and including them in this year’s exercise was a win-win for everyone.”

“I believe we performed very well, but I think there is always opportunities for improvement. It’s far better to learn these lessons when the scenario isn’t real, than to learn them when the threat is real.”

You could just make a new panel (from Curtain Wall Panel.rft). Basically the panel could be a simple extruded box.

Load this in your project and assign it to the panel of your curtain wall. You could use a small mullion for the 'spaces' between the panels.
